Major Roy Sinclair Donnelly, CD was born in Oshawa, Ontario 20 December 1933 son of Nellie Robinson.

He enrolled in 1951 with The Queen’s Own Rifles of Canada and retired in 1990 from the Princess Patricia’s Canadian Light Infantry.  He then joined Public Safety Canada retiring in 2010 at the age of 77.

He died in Ottawa on 21 September 2021.
